Strikes hit Kyiv, Kharkiv critical infrastructure

KYIV — A fresh wave of Russian strikes damaged critical infrastructure facilities in at least four Ukrainian regions on Monday morning, including the capital, prompting officials to warn of sustained power outages. Kyiv’s mayor reported that 80 percent of the city was without water after a nearby energy facility was damaged.
